Minister, State for Energy Affairs of the State of Qatar

President & CEO, QatarEnergy

H.E. Saad Sherida Al-Kaabi is the Minister of State for Energy Affairs of the State of Qatar, and the Deputy Chairman of QatarEnergy (formerly Qatar Petroleum). He is also the President and CEO of QatarEnergy, a position he has held since 2014.   Mr. Al-Kaabi joined “Qatar Petroleum” in 1986 as a student studying Petroleum & Natural Gas Engineering at Pennsylvania State University in the USA, from which he graduated in 1991 with a Bachelor of Science degree in Petroleum & Natural Gas Engineering. Since then, he held several key technical, commercial, and managerial positions before being appointed as the Director of the Oil & Gas Ventures Directorate in 2006, where he oversaw all of Qatar’s oil and gas field development, as well as all the exploration activities.   In September 2014, Mr. Al-Kaabi was appointed as the President and Chief Executive Officer of Qatar Petroleum, where he oversaw its gas, oil, and petrochemical operations and development in Qatar and internationally, as well as its transformation to become QatarEnergy in October 2021. His Excellency was appointed as the Minister of State for Energy Affairs of the State of Qatar in 2018.

A Graduate of Ecole Polytechnique and Chief Engineer of the French Corps des Mines, Patrick Pouyanné held various positions in the French Industry Ministry and in ministerial offices from 1989 to 1996, including Environment and Industry Technical Advisor to the Prime minister from 1993 to 1995 and Chief of Staff to the information technology and space minister from 1995 to 1996. Patrick Pouyanné joined the company TotalEnergies (ex Total) in January 1997, with positions in Angola and Qatar in 1999. In August 2002, he was named Senior Vice President, Finance, Economics and Information Systems in Exploration & Production, then Senior Vice President, Strategy, Business Development and R&D in Exploration & Production in 2006. In January 2012, he was appointed President, Refining & Chemicals and member of the Executive Committee. On October 22nd, 2014, the Board of Directors appointed Patrick Pouyanné as Chief Executive Officer, and he became simultaneously President of the Executive Committee. On May 29th, 2015, Patrick Pouyanné was appointed at the Board of Directors and on December 16th, 2015, he was appointed Chairman of the Board of Directors and Chief Executive Officer. Patrick Pouyanné is also member of the Board of Cap Gemini, Association Française des Entreprises Privées (AFEP), Institut du Monde Arabe, Ecole Polytechnique and Institut Polytechnique of Paris. Patrick Pouyanné is President of the Alliance for Education, French association against dropping out of school. Patrick Pouyanné is President of the Association Française des Entreprises pour l’Environnement. He has been a Knight of the Legion of Honor since April 2015, and Officer of the Legion of Honor since march 2024.

Ms. Li Yalan has over thirty years’ experience in the gas industry. She is a well-known expert in the gas industry in China and in the world.   Ms. Li is current IGU President.  She is listed as 40 Energy Leaders in the 40 Years Reform and Opening Up, as a representative of the Chinese energy industry. Li Yalan holds a bachelor’s degree of Gas Thermal Engineering from Beijing University of Civil Engineering and Architecture,  and she holds an MBA degree from Renmin University of China.  Since 2001, she had worked as Chief Engineer, Deputy General Manager, General Manager and  chairperson of Beijing Gas Group. She  was  vice Chairperson of China Gas Association for long time. Ms. Li has rich experiences working in the gas industry. She is a renowned expert in the Chinese gas industry, and contributed to the rapid development of the gas industry development in Beijing, with annual gas consumption volume increasing from 180 mcm to 18 bcm over the past two decades.  She  organized  the  study  and implementation of natural gas development plan for Beijing; carried out a large number of coal-to-gas conversion projects. Formulated Beijing gas development strategy; completed many town gas acquisition projects. The company acquired equity of major gas field overseas. Ms. Li is  IGU President for 2022-2025 triennium and will be immediate past President of IGU for 2025-2028.

Jack Fusco serves as Director, President and CEO of Cheniere Energy, Inc., the leading producer of liquefied natural gas in the United States, supplying 11% of all LNG in the world and processing over 7 Bcf per day of natural gas. Mr. Fusco has over 40 years of experience in energy. Prior to Cheniere, Mr. Fusco was CEO of Calpine Corporation from 2008 to 2014 and Executive Chairman from 2014 to 2016. He joined Calpine as it emerged from bankruptcy and led it to become America’s largest generator of electricity from natural gas. Before that, Mr. Fusco was Chairman and CEO of Texas Genco LLC and President and CEO of Orion Power Holdings. Mr. Fusco also held roles at Goldman Sachs and Pacific Gas & Electric, where he began his career.   Mr. Fusco has been named Extel’s Best CEO in the natural gas and MLP sector four times, including for the past three years. Additionally, he was named Best CEO in the electric industry for 2012. In 2013, he was recognized for Best Investor Relations by a CEO or Chairman among midcap companies by IR Magazine.   Mr. Fusco holds a bachelor’s in mechanical engineering from California State University, Sacramento. He serves on the board of the American-Italian Cancer Foundation.

Meg O’Neill has 29 years’ experience in the global oil and gas industry, with positions and responsibilities extending across North America, Africa, Europe, Asia and Australia.  Since being appointed Chief Executive Officer and Managing Director of Woodside Energy in 2021, Meg has overseen a merger that has transformed Woodside into the largest energy company listed on the Australian Securities Exchange.  The merger built on Woodside’s proud history as the founder of Australia’s LNG industry and delivered a geographically diverse portfolio of high-quality oil and gas assets.  Meg joined Woodside in 2018 as Chief Operations Officer, responsible for all of the company’s producing assets. In 2019, Meg was appointed Executive Vice President Development, overseeing the delivery of Woodside’s major growth projects in Australia and Senegal. In 2020, she also assumed responsibility for Marketing.  Prior to joining Woodside, Meg worked for ExxonMobil in a variety of technical, operational and leadership roles based in Houston, Indonesia, Canada and Norway, which included responsibility for major projects in Angola, Nigeria, Tanzania and Mozambique.  Meg is Chair of the Australian oil and gas industry peak body, Australian Energy Producers (AEP), and serves on the boards of the American Petroleum Institute (API), Reconciliation Western Australia, and West Australian Symphony Orchestra. She is an honorary Governor of the American Chamber of Commerce (AmCham) in Australia, and a member of the National Petroleum Council (NPC), Chief Executive Women (CEW) and the University of Western Australia Business School Advisory Board.  Meg is originally from Boulder, Colorado, and is a graduate of the Massachusetts Institute of Technology, with degrees in Ocean and Chemical Engineering.

Andrea has +25-years’ experience in the energy and gas sector in strategic, development, commercial, regulatory and transition matters. He started his career at Eni E&P and thereafter he actively promoted the liberalization process, leading Underground Gas Storage regulatory and business development. He was one of the founders of Gas Storage Europe and has served several years as GIE Board member. Since 2010, he moved to Snam where he has been leading infrastructure development and international M&A activities. Among these, he had a primary role in fostering the Southern Gas Corridor development. When heading Snam Strategy, he was the initial promoter of the Gas for Climate 2050 initiative and launched the CNG/SSLNG and biomethane activities. He then led the Snam Global Solutions business unit, founded to support gas markets development and optimization worldwide and, in specific, the set-up of Snam cooperation in China. He is currently a Senior Advisor to Snam and is serving as International Gas Union Vice President and incoming 2025-2028 President.

Sarah Bairstow holds significant international LNG and energy leadership experience, including unique end-to-end commercial LNG project development experience. Sarah has successfully marketed and delivered LNG projects from concept through to operations and executed over US$140 billion of gas and LNG transactions.  Sarah joined Mexico Pacific in January 2019 as a formative executive team member, upon which she developed the company and project’s development strategy working with gas and LNG markets, governments, and capital markets to secure the requisite project support and development capital to move the project from an initial start-up phase into development and execution. The project will soon represent the largest foreign direct investment into Mexico to date.  Sarah previously held the position of President and Chief Commercial Officer of Mexico Pacific with wide responsibilities including business development and strategy, gas origination, LNG marketing, build out of the trade unit, contract negotiations, and corporate communications for both Saguaro Energía LNG and Sierra Madre pipeline, with a planned project spend of over USD$15 billion.  In 2024, Sarah was promoted to Chief Executive Officer. As Chief Executive Officer of Mexico Pacific, Sarah is responsible for the execution and delivery of the 14.1 mtpa Mexico Pacific LNG export project located at Puerto Libertad along with future company growth projects. Prior to joining Mexico Pacific in 2019, Sarah was Head of Strategic Projects and LNG Marketing (Commercial) for the 7.8 mtpa, $18.5bn Gladstone LNG Project, where she secured the long-term LNG SPAs underpinning financing before building and running the commercial LNG desk for close to a decade on behalf of project partners Santos, KOGAS, PETRONAS and Total.Sarah played an instrumental role throughout the project, from initial concept through to operations, with leading roles across the development and build out of permitting, EIS, joint ventures, gas markets, upstream E&P, pipeline, LNG terminal, port development, LNG markets, shipping, FID, operational readiness, and operations.  Earlier in her career, Sarah was an energy projects lawyer with Ashurst, working across multiple LNG projects, energy project development, mergers and acquisitions, and financing.  Sarah holds a Bachelor of Laws (Hons) and a Bachelor of International Business from Griffith University. She is a regular plenary speaker at keynote industry conferences and has been widely recognized across the industry as a judge and award recipient including the LNG industry’s Power Play judging panel sponsored by ExxonMobil, Power Play ‘Rainmaker Award’- Finalist, Managing Director’s Award, Resources Award for Women- Overall Award Nomination, and Queensland Emergent Woman Lawyer of the Year Award- Finalist.  About Mexico Pacific Mexico Pacific’s anchor project, the Saguaro Energia LNG Facility, is a 3 train, 15 mtpa West Coast North American LNG export facility located in Puerto Libertad, Sonora, Mexico. The Saguaro Energia LNG Facility achieves significant cost and logistical advantages, including the lowest landed price of North American LNG into Asia, leveraging low-cost natural gas sourced from the nearby Permian Basin, and providing a significantly shorter shipping route that avoids Panama Canal transit for Asian markets.

Kirk Johnson is senior vice president, Global Operations, responsible for the company’s operations in Alaska, Asia Pacific, Canada, Europe, Middle East & Africa. Kirk has more than 25 years of oil and natural gas experience. He previously served in leadership roles as senior vice president, Lower 48 Assets and Operations; vice president, Corporate Planning and Development, accountable for corporate planning, strategy development, and investment appraisal and assurance; and president, Canada, overseeing the Surmont oil sands operation and the Montney unconventional play. He began his career with BP in 1997 and worked in a variety of engineering, operations, and project positions supporting oil and gas operations in Alaska. Senior Vice President, LNG, ABB

Nathan Tungseth has spent the last nineteen years developing and managing teams to execute major oil and gas projects both domestically in the US and internationally.  Nathan is currently ABB’s Senior Vice President, Global Industry Business Manager for LNG, located in Houston, Texas.  In this role, Nathan is responsible for developing and leading ABB’s product strategy and portfolio management in the LNG Industry, both Liquefied Natural Gas (LNG), Floating and Onshore, as well as Regasification, while defining global set up of sales, execution capabilities and resources across ABB’s global locations. A native of the United States, Nathan graduated from the University of Central Florida, where he earned a Bachelor of Science degree in Mechanical Engineering.  Nathan also studied in Sweden at Jönköping University, School of Engineering, with a focus in Foundry Technology and in Texas at Rice University, Graduate School of Business, with a Graduate Certificate in Finance and Accounting.  Since joining ABB, Nathan has held various positions as Service Account Manager, Corporate Account Manager, Strategic Account Manager for Chevron globally, Manager of the Oil, Gas and Chemical Strategic Accounts in the United States and now as the Global Industry Business Manager for LNG.  Prior to ABB, Nathan worked at Siemens Power Generation for 4 years, working with the Turbines and Generators Divisions.  After successfully completing the Siemens Sales and Marketing Leadership Development Program, Nathan took on roles as the Western Region Area Manager and the Key Account Manager for the Pacific Northwest.

Inaugural Fellow, Center on Global Energy Policy of Columbia University

David Sandalow is the Inaugural Fellow at the Center on Global Energy Policy (CGEP) and Co-Director of the Energy and Environment Concentration at the School of International and Public Affairs at Columbia University. He is the lead author, most recently, of the Artificial Intelligence for Climate Change Mitigation Roadmap (December 2023) and Guide to Chinese Climate Policy (October 2022). Mr. Sandalow chairs the ICEF Innovation Roadmap Project. In that capacity, he has led development of roadmaps on artificial intelligence for climate change mitigation, low-carbon ammonia, biomass carbon removal and storage, industrial decarbonization, direct air capture and carbon dioxide utilization, among other topics. Mr. Sandalow founded and directs CGEP’s US-China Program. He teaches a 1-2 month short course on the energy transition as a Distinguished Visiting Professor in the Schwarzman Scholars Program at Tsinghua University. Mr. Sandalow has served in senior positions at the White House, State Department and U.S. Department of Energy.

Mr. Wong, aged 72, joined The Hong Kong and China Gas Company Limited in 1997,initially as its Financial Controller. Since 2002, he has been deeply involved in the development of the Group’s mainland utilities business, operating from its headquarters in Shenzhen, China. Mr. Wong was appointed to the Board of Directors of the Company in February 2013 and as Deputy Managing Director of the Company in April 2021, and has been Managing Director with effect from 6th June 2022. Mr. Wong holds directorships in various subsidiaries of the Group. He is also an Executive Director and the Chief Executive Officer of Towngas Smart Energy Company Limited, and a director and the Vice Chairman of Shenzhen Gas Corporation Ltd. and Foran Energy Group Co., Ltd.. All of the above companies are listed public companies. He was named consecutively as one of “The Best CEO of Chinese Listed Companies” by Forbes in 2012 and 2013. He is a chartered professional accountant of Canada, a certified public accountant of Hong Kong and a chartered company secretary and chartered governance professional in both Hong Kong and the United Kingdom. Mr. Wong is a Fellow of The Hong Kong Institute of Directors and a Fellow of The Institution of Gas Engineers & Managers of the United Kingdom. He completed the Advanced Management Program from Harvard Business School in the United States. Mr. Wong was formerly a director of the Certified Management Accountants Society of British Columbia, Canada and the president of its Hong Kong branch, a member of the Mainland Business Advisory Committee of the Hong Kong Trade Development Council and a member of the Advisory Committee and External Advisor of the Career Planning and Development Steering Committee of the College of Professional and Continuing Education, The Hong Kong Polytechnic University. Didier HOLLEAUX graduated as a mining engineer and began his career as an engineer in the car in the car-manufacturing and oil industries. After a career in government service, ending as Chief of Staff to the Minister of Energy in 1993, Didier HOLLEAUX joined the Gaz de France group, which became ENGIE in 2015. After a career in gas transport and storage, exploration-production, LNG and distribution (EDF GDF Services at the time), in France and internationally, he has been Executive Vice President of ENGIE since July 1, 2015. He was Chairman of the Eurogas Association from 2021 to 2024. He is the author of « La vraie histoire du gaz” (Le Cherche-Midi éd., January 2024).

Akachukwu Adeyinka Nwokedi is currently the President of the Nigeria Gas Association. He is the General Counsel and Company Secretary of Nigeria LNG Limited (NLNG). He holds a first degree and a Master's degree in law from the prestigious University of Buckingham, United Kingdom. He is an accomplished legal professional with over 27 years of experience with active involvement in the Nigerian gas industry. Aka has held various management positions in Human Resources and Services in NLNG. He has also served as Managing Director and Chief Executive Officer of NLNG Ship Management Limited (NSML), an NLNG subsidiary, repositioning the company from loss making to an organization delivering strong performance and sustained profit for the NLNG group. Aka has strong leadership and motivational attributes with a proven track record in change management and driving organizational efficiency. He has led and delivered several complex legal and gas supply related transactions for the NLNG group. He is also a dedicated coach and mentor and is an INSEAD alumnus.
