Liu Heming graduated from Harbin Institute of Civil Engineering and Architecture in 1983 with a bachelor’s degree in Gas and Thermal Energy Supply Engineering. He also holds a Master's degree in Engineering Management. Mr. Liu has previously served as the Division Chief of the Gas & Thermal Energy Division, the Public Utilities Division, and the Municipal Transport Division of the Department of Urban Construction of the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, as well as the Deputy Director-General and Counselor of the Department of Urban Construction. Currently, he is the Chairman of the China Gas Association

He has been engaged in the management of the urban gas and heating industries, as well as urban construction management, for an extended period.
