Beijing Energy Conservation and Enviromental Protection Center
Mr. Zhang Wangcai has engaged in energy development policy research and formulation in Beijing for many years. He previously served as the Director of the Energy Development Division of Beijing Municipal Commission of Development and Reform (BDRC), where he was responsible for formulating Beijing's 14th Five-Year (2021-2025) Energy Development Plan, Green and Low-Carbon Energy Transition Implementation Plan, and coordinating coal-to-clean energy replacement initiatives.
Since his appointment as the Director of Beijing Energy Conservation and Environmental Protection Center (BEEC), he has focused on promoting green and high-quality development in the capital, conducting works in both professional and public-interest capacity, including policy and standard research, promotion of energy-saving technologies and renewable energy applications, as well as public outreach and international cooperation.
