Xian Beinan

Deputy GM

CNPC Mozambique

Beinan Xian, currently Deputy General Manager of CNPC Mozambique, has over two decades of extensive experience in managing international oil and gas projects. From 2003 to 2015, he was engaged in crude oil pipeline operations and played a pivotal role in establishing CNPC's first overseas pipeline integrity management system. This initiative led to the detection and repair of tens of thousands of corrosion points, significantly enhancing pipeline safety. He also developed the Pipeline Repair Technical Specifications and conducted groundbreaking research on the safe operation of pipelines under ultra-low throughput conditions, earning a provincial-level Science and Technology Progress Award. Since 2016, Beinan has focused on LNG projects, contributing to the feasibility studies of Coral South LNG, Rovuma Phase 1 LNG, and Coral North LNG. He was instrumental in formulating the overall development plan for Block 4 in Mozambique and has led innovative research on "Deepwater Marginal Gas Field Development Methods," yielding significant results. Currently, he is leading the development of CNPC's FLNG Topsides Technical Standards and actively promoting the localization of deepwater FLNG technology, further advancing China’s expertise in the LNG sector.
