Wang Xiaolin was born in 1981 in Zhejiang Province, China. He obtained his Ph.D. from China University of Geosciences (Beijing) in 2017 and is a senior engineer.

He has been engaged in research on oil and gas development strategy and decision-making support for a long time, completing more than 30 scientific research projects related to energy development strategies, oil and gas planning, and economic evaluation.

He has published over 20 scientific papers, and has provided more than 10 high-lever advisory reports, including decision-making references and think tank reports, to national ministries and commissions, as well as to China National Petroleum Corporation. In addition, he has authored one book.
